Misbehaving toddlers in public?

Does it ever seem that when you take your toddler(s) to places where there are other kids (birthday parties, kids christmas parties, park, etc.) that they're the worst behaved of all kids?? Or do you think other kids are just as bad, but you don't notice because you're busy trying to keep an eye on your own kids?
