Can someone explain this amendment sentence?

First, don't just copy from encyclopedias if you don't get what they are saying. The 14th amendment prevents the states from discriminating against individuals, harming their life, their freedom, or their property without legal reason. It also allowed for debt, but I am not sure what the author of that sentence was referring to with "greater freedom for economic legislation".
